Using L checkbox and Gamut Warning isn't ideal because Gamut warning restricts the range of available colors - not in the sense that there are fewer hues to choose from, instead, the available colors are visually smaller on screen - it doesn't spread over the rectangle in the color picker and uses only a small portion of it. In comparison, all colors that are available after enabling Gamut Warning do display the correct lightness.) Try 100% lightness, you'll see that many colors are available like a very vibrant red or green, but those cannot be 100% lightness in reality, only white can be. (Gamut Warning needs to be turned on because all the colors that are out of gamut make the lightness different from what I've chosen. What I'd like to do is select lightness first and then the hue/saturation. For example, a 50% brightness yellow hue is actually "lighter/higher valued" than a 50% brightness blue - you can convert the image to grey scale and see how blue looks way darker.
